Merge remote-tracking branch 'origin/topic/awelzel/2514-expire-all-timers-special-case'

* origin/topic/awelzel/2514-expire-all-timers-special-case:
  TimerMgr: Add back max_timer_expires=0 special case
  Add btest for expiration of all pending timers.
