cb679e4d7a policy/community-id: Populate conn$community_id in new_connection()
This wasn't possible before #3028 was fixed, but now it's safe to set
the value in new_connection() and allow other users access to the
field much earlier. We do not have to deal with connection_flipped()
because the community-id hash is symmetric.

4156c4764a Community-id: load main script in notice script, fix notice script
This change makes the community-id script that adds the community id to
notice.log automatically load the main script if this was not already
loaded.

In the past, the script just did not perform any action if the main
script was not loaded.

This change also makes the notice script respect the seed/base64
settings that were set in the main script.

Fixes GH-3242

e82a7455d7 policy/community-id: Do not use new_connection()
Issue #3028 tracks how a flipped connections reset a connection's value
including any state set during new_connection(). For the time being,
update community-id functionality back to the original connection_state_remove()
approach to avoid missing community_ids on flipped connections.

496f6d4935 Moved verb ACTION_DROP from policy/frameworks/netcontrol/catch-and-release.zeek to base/frameworks/notice/main.zeek.
ACTION_DROP is not only part of catch-n-release subsystem.

Also, historically ACTION_DROP has been bundled with ACTION_LOG, ACTION_ALARM, ACTION_EMAIL... and its helpful that this verb remains in base/frameworks/notice/main.zeek

b5050437fa GH-379: move catch-and-release and unified2 scripts to policy/
These are no longer loaded by default due to the performance impact they
cause simply by being loaded (they have event handlers for commonly
generated events) and they aren't generally useful enough to justify it.

6611d28920 Fix for BIT-1927: notice/extend-email relocation
This is a fairly straightforward change. Previously, users had no
control over whether this script was loaded. By relocating it to
policy, users can now choose whether or not this is necessary
functionality without modifying core Bro scripts.
