Add localversion to the VersionDescription record and populate it
during version string parsing.
This change also modifies the version string syntax, removing the
deprecated dash (-) between beta|dev|rc and the commmit count; those
must now be separated by a period.
The test version strings were updated accordingly along with the
baseline.
The regex used for validating version strings was updated to allow
for an optional localversion component. The piece of the version string
also needs to be removed before parsing a possible commit number.
* "bro_is_terminating" is now "zeek_is_terminating"
* "bro_version" is now "zeek_version"
The old function names still exist for now, but are deprecated.
* All "Broxygen" usages have been replaced in
code, documentation, filenames, etc.
* Sphinx roles/directives like ":bro:see" are now ":zeek:see"
* The "--broxygen" command-line option is now "--zeexygen"
Turns out that base/misc/version.bro did not parse Bro versions
correctly in case the version is just 2.5-12 or similar. This commit
fixes this oversight and adds a few more small testcases.

Add convenient way to access version information to Bro.
With the introduction of the package manager, it will get more common
that applications are able to get information about the currently
running version of Bro. With this commit, scripts can easily compare
which version of Bro they are running.
Commonly, this probably will either look like this (both lines check if
the current Bro version is greater or equal to 2.5)

Version::info contains detailed information about the running version of
Bro, including beta flags, etc.
Broke out the stats collection into a bunch of new Bifs
in stats.bif. Scripts that use stats collection functions
have also been updated. More work to do.
If reading a trace file w/ only TCP control packets, a warning is
emitted to suggest the 'detect_filtered_traces' option if the user
doesn't desire Bro to report missing TCP segments for such a trace file.

- I added this to the base scripts because it's very minimal overhead
and we get questions about this all the time. Now that reporter
messages are printed to the console, people will see the message
clearly if they have bad checksums.

- By default BROPATH now contains:
- scripts/
- scripts/policy
- scripts/site
- *Nearly* all tests pass.
- All of scripts/base/ is loaded by main.cc
- Can be disabled by setting $BRO_NO_BASE_SCRIPTS
- Scripts in scripts/base/ don't use relative path loading to ease use of BRO_NO_BASE_SCRIPTS (to copy and paste that script).
- The scripts in scripts/base/protocols/ only (or soon will only) do logging and state building.
- The scripts in scripts/base/frameworks/ add functionality without causing any additional overhead.
- All "detection" activity happens through scripts in scripts/policy/.
- Communications framework modified temporarily to need an environment variable to actually enable (ENABLE_COMMUNICATION=1)
- This is so the communications framework can be loaded as part
of the base without causing trouble when it's not needed.
- This will be removed once a resolution to ticket #540 is reached.
