- Use `-b` most everywhere, it will save time.
- Start some intel tests upon the input file being fully read instead of
at an arbitrary time.
- Improve termination condition for some sumstats/cluster tests.
- Filter uninteresting output from some supervisor tests.
- Test for `notice_policy.log` is no longer needed.
This also installs symlinks from "zeek" and "bro-config" to a wrapper
script that prints a deprecation warning.
The btests pass, but this is still WIP. broctl renaming is still
missing.

This also patches a few tests to contain certificates that were removed.
Furthermore, we include the old CA file with the external tests and load
it automatically. Those traces are kind of old now, more and more of the
CAs in them are no longer valid and it does not really make sense to
update them on each change...
