1bd658da8f Support for log filter policy hooks
This adds a "policy" hook into the logging framework's streams and
filters to replace the existing log filter predicates. The hook
signature is as follows:

    hook(rec: any, id: Log::ID, filter: Log::Filter);

The logging manager invokes hooks on each log record. Hooks can veto
log records via a break, and modify them if necessary. Log filters
inherit the stream-level hook, but can override or remove the hook as
needed.

The distribution's existing log streams now come with pre-defined
hooks that users can add handlers to. Their name is standardized as
"log_policy" by convention, with additional suffixes when a module
provides multiple streams. The following adds a handler to the Conn
module's default log policy hook:

    hook Conn::log_policy(rec: Conn::Info, id: Log::ID, filter: Log::Filter)
            {
            if ( some_veto_reason(rec) )
                break;
            }

By default, this handler will get invoked for any log filter
associated with the Conn::LOG stream.

The existing predicates are deprecated for removal in 4.1 but continue
to work.

aebcb1415d GH-234: rename Broxygen to Zeexygen along with roles/directives
* All "Broxygen" usages have been replaced in
  code, documentation, filenames, etc.

* Sphinx roles/directives like ":bro:see" are now ":zeek:see"

* The "--broxygen" command-line option is now "--zeexygen"

6b9abe85a7 Add error events to input framework.
This change introduces error events for Table and Event readers. Users
can now specify an event that is called when an info, warning, or error
is emitted by their input reader. This can, e.g., be used to raise
notices in case errors occur when reading an important input stream.

Example:

event error_event(desc: Input::TableDescription, msg: string, level: Reporter::Level)
	{
	...
	}

event bro_init()
	{
	Input::add_table([$source="a", $error_ev=error_event, ...]);
	}

For the moment, this converts all errors in the Asciiformatter into
warnings (to show that they are non-fatal) - the Reader itself also has
to throw an Error to show that a fatal error occurred and processing
will be abort.

It might be nicer to change this and require readers to mark fatal
errors as such when throwing them.

186e67ec1d Allow logging filters to inherit default path from stream.
This allows the path for the default filter to be specified explicitly
when creating a stream and reduces the need to rely on the default path
function to magically supply the path.

The default path function is now only used if, when a filter is added to
a stream, it has neither a path nor a path function already.

Adapted the existing Log::create_stream calls to explicitly specify a
path value.

9967aea52c Integrate new Broxygen functionality into Sphinx.
Add a "broxygen" domain Sphinx extension w/ directives to allow
on-the-fly documentation to be generated w/ Bro and included in files.

This means all autogenerated reST docs are now done by Bro.  The odd
CMake/Python glue scipts which used to generate some portions are now
gone.  Bro and the Sphinx extension handle checking for outdated docs
themselves.

Parallel builds of `make doc` target should now work (mostly because
I don't think there's any tasks that can be done in parallel anymore).

Overall, this seems to simplify things and make the Broxygen-generated
portions of the documentation visible/traceable from the main Sphinx
source tree.  The one odd thing still is that per-script documentation
is rsync'd in to a shadow copy of the Sphinx source tree within the
build dir.  This is less elegant than using the new broxygen extension
to make per-script docs, but rsync is faster and simpler.  Simpler as in
less code because it seems like, in the best case, I'd need to write a
custom Sphinx Builder to be able to get that to even work.

fdd11428c1 Change reporter messages to more reliably print to stderr.
Moved this functionality to be internal instead of in the script-layer
event handlers.  The issue with the later is that bad things can happen
between the time a reporter event handler is dispatched and the time it
is executed, and if bro crashes in that time, the message may never be
seen/logged.

Addressed #930 (and revisits #836).

11c437faa3 Logging framework update and mass Log::ID renaming.
- Log path's are generated in the scripting land
  now.  The default Log stream ID to path string
  mapping works like this:
    - Notice::LOG -> "notice"
    - Notice::POLICY_LOG -> "notice_policy"
    - TestModule::LOG -> "test_module"

- Logging streams updated across all of the shipped
  scripts to be more user friendly.  Instead of
  the logging stream ID HTTP::HTTP, we now have
  HTTP::LOG, etc.

- The priorities on some bro_init handlers have
  been adjusted to make the process of applying
  filters or disabling streams easier for users.

597a4d6704 Hopefully the last major script reorganization.
- policy/ renamed to scripts/

- By default BROPATH now contains:
	- scripts/
	- scripts/policy
	- scripts/site

- *Nearly* all tests pass.

- All of scripts/base/ is loaded by main.cc
	- Can be disabled by setting $BRO_NO_BASE_SCRIPTS
	- Scripts in scripts/base/ don't use relative path loading to ease use of BRO_NO_BASE_SCRIPTS (to copy and paste that script).

- The scripts in scripts/base/protocols/ only (or soon will only) do logging and state building.

- The scripts in scripts/base/frameworks/ add functionality without causing any additional overhead.

- All "detection" activity happens through scripts in scripts/policy/.

- Communications framework modified temporarily to need an environment variable to actually enable (ENABLE_COMMUNICATION=1)
	- This is so the communications framework can be loaded as part
	  of the base without causing trouble when it's not needed.
	- This will be removed once a resolution to ticket #540 is reached.
