This largely copies over Spicy's `.clang-format` configuration file. The
one place where we deviate is header include order since Zeek depends on
headers being included in a certain order.
This function just calculates the chosen digest and returns the result
in either the passed buffer, or in a static buffer. Basically a superset
to the surprisingly popular internal_md5.
