For backward compatibility when reading values, we first check
the ZEEK-prefixed value, and if not set, then check the corresponding
BRO-prefixed value.
This also installs symlinks from "zeek" and "bro-config" to a wrapper
script that prints a deprecation warning.
The btests pass, but this is still WIP. broctl renaming is still
missing.

Mostly trying to standardize the way tests sleep for arbitrary amounts
of time to make it easier to tell at which particular point the
unit test actually may need the timeout interval increased (or else
debugged further).
Not the greatest solution, but makes the 3 bro processes more likely to
run sequentially so that the controller2 process doesn't happen to be
scheduled before the controller process. In that case, the controllee
gets the shutdown request before the configuration update. FreeBSD
especially seemed to schedule them the unintended way frequently.

- Simplified the communication API and made it easier to change
to encrypted connections by not having separate variables to
define encrypted and unencrypted ports.
- Now, to enable listening without configuring nodes just
load the frameworks/communication/listen script.
