These allow packet analyzers to register ports as identifiers to forward from
parent analyzers, while also adding those ports to the now-global
Analyzer::ports table at the same time.
This commit removes the stepping stone analyzer. It has been deactivated
by default since at least Zeek 2.0, is dysfunctional in cluster settings
and has a bunch of other issued.

This patch adds the ability to decap Geneve packets to process the inner
payload. The structure of the analyzer borrows heavily from the VXLAN
analyzer.
This caps size of payload strings within mqtt_publish events and
mqtt_publish.log files. A new "payload_len" field in the log file
shows the real payload size in cases where it may have been truncated.

* All "Broxygen" usages have been replaced in
code, documentation, filenames, etc.

DTLS now only outputs protocol violations once it saw something that
looked like a DTLS connection (at least a client hello). Before the
danger that it misinterprets something is too high.
It has a configurable number of invalid packets that it can skip over
(because other protocols might be interleaved with the connection) and a
maximum amount of Protocol violations that it outputs because of wrong
packet versions.

Fixes GH-250
This environment variable is now set to listen only on IPv4 loopback
when running unit tests (instead of using the default INADDR_ANY).
This also moves some of the @loads out from init-bare.bro into a new
init-frameworks-and-bifs.bro in order to better support calling BIFs
(like `getenv`) from variable initializations in those particular
frameworks.
