1bd658da8f Support for log filter policy hooks
This adds a "policy" hook into the logging framework's streams and
filters to replace the existing log filter predicates. The hook
signature is as follows:

    hook(rec: any, id: Log::ID, filter: Log::Filter);

The logging manager invokes hooks on each log record. Hooks can veto
log records via a break, and modify them if necessary. Log filters
inherit the stream-level hook, but can override or remove the hook as
needed.

The distribution's existing log streams now come with pre-defined
hooks that users can add handlers to. Their name is standardized as
"log_policy" by convention, with additional suffixes when a module
provides multiple streams. The following adds a handler to the Conn
module's default log policy hook:

    hook Conn::log_policy(rec: Conn::Info, id: Log::ID, filter: Log::Filter)
            {
            if ( some_veto_reason(rec) )
                break;
            }

By default, this handler will get invoked for any log filter
associated with the Conn::LOG stream.

The existing predicates are deprecated for removal in 4.1 but continue
to work.

496f6d4935 Moved verb ACTION_DROP from policy/frameworks/netcontrol/catch-and-release.zeek to base/frameworks/notice/main.zeek.
ACTION_DROP is not only part of catch-n-release subsystem.

Also, historically ACTION_DROP has been bundled with ACTION_LOG, ACTION_ALARM, ACTION_EMAIL... and its helpful that this verb remains in base/frameworks/notice/main.zeek

51e738a1c0 GH-998: Fix Reporter::conn_weird() to handle expired connections
This introduces a new sampling state-map for expired connections to fix
segfaults that previously occured when passing in a `connection` record
to `Reporter::conn_weird()` for which the internal `Connection` object
had already been expired and deleted. This also introduces a new event
called `expired_conn_weird`, which is similar to `conn_weird`, except
the full `connection` record is no longer available, just the `conn_id`
and UID string.

995368e68c Remove variable content from weird names
This changes many weird names to move non-static content from the
weird name into the "addl" field to help ensure the total number of
weird names is reasonably bounded. Note the net_weird and flow_weird
events do not have an "addl" parameter, so information may no longer
be available in those cases -- to make it available again we'd need
to either (1) define new events that contain such a parameter, or
(2) change net_weird/flow_weird event signature (which is a breaking
change for user-code at the moment).

Also, the generic handling of binpac exceptions for analyzers which
to not otherwise catch and handle them has been changed from a Weird
to a ProtocolViolation.

Finally, a new "file_weird" event has been added for reporting
weirdness found during file analysis.

6611d28920 Fix for BIT-1927: notice/extend-email relocation

functionality without modifying core Bro scripts.

697b2748f5 Rewrite weird logging.
This commit rewrites the way that weirds are logged and fixes a number
of issues on the way. Most prominently, flow weirds now actually log
information about the flow that they occur in (before this change, they
only logged the name of the weird, which is only marginally helpful).

Besides restructuring how weird logging works internally, weirds can now
also be generated by calling Weird::weird with the info record directly,
allowing more fine-granular passing of information. This is e.g. used
for DNS weirds, which do not have the connection record available any
more when they are generated (before data like the connection ID was
just not logged in these instances).

f79b5adc08 Merge remote-tracking branch 'origin/topic/vladg/ssh'
I replaced a few strcmps with either calls to std::str.compare
or with the == operator of BroString.

Also changed two of the input framework tests that did not pass
anymore after the merge. The new SSH analyzer no longer loads the
scripts that let network time run, hence those tests failed because
updates were not propagated from the threads (that took a while
to find.)

186e67ec1d Allow logging filters to inherit default path from stream.
This allows the path for the default filter to be specified explicitly
when creating a stream and reduces the need to rely on the default path
function to magically supply the path.

The default path function is now only used if, when a filter is added to
a stream, it has neither a path nor a path function already.

Adapted the existing Log::create_stream calls to explicitly specify a
path value.

d3f88ba9d1 Improve performance of MHR script, addresses BIT-1139.
The MHR script involves a "when" statement which can be expensive due to
the way it clones frames/vals. In this case, the fa_file record is
expensive to clone, but this change works around that by unrolling only
the necessary fields from it that are needed to populate a Notice::Info
record. A drawback to this is that the full fa_file or connection
records aren't available in the Notice::Info record when evaluating
Notice::policy hooks for MHR hit notices (though they can possibly be
recovered by using e.g. the lookup_connection() builtin_function).
