Arne Welzel 271fc15041 cluster: Be noisy when attempting to connect to an unknown node 
Mostly due to spending too much time wondering why nodes didn't connect
when there was a mismatch between "manager" and "manager-1" in the
cluster layout. Remove manager from test-all-policy-cluster test to
avoid connection attempts in this test.

This directory contains suites for testing for Zeek's correct
operation:

    btest/
        An ever-growing set of small unit tests testing Zeek's
        functionality.

    external/
        A framework for downloading additional test sets that run more
        complex Zeek configuration on larger traces files. Due to their
        size, these are not included directly. See the README for more
        information. 

    scripts/
        Helpers scripts used by some tests.
