Arne Welzel 3284259561 Add zeek -V/--build-info 
This adds a new utility called ci/collect-repo-info.py to produce a JSON
document that is then baked into the Zeek executable file. Further, when
creating a tarball via `make dist`, put a top-level repo-info.json file
in place that is picked when no .git directory exists.

Closes #1405

This directory contains suites for testing for Zeek's correct
operation:

    btest/
        An ever-growing set of small unit tests testing Zeek's
        functionality.

    external/
        A framework for downloading additional test sets that run more
        complex Zeek configuration on larger traces files. Due to their
        size, these are not included directly. See the README for more
        information. 

    scripts/
        Helpers scripts used by some tests.
