Evan Typanski 4e5a56c5e0 Only allow &optional in records 
There was some confusing behavior with &optional and locals, so this
should get rid of that by making it an error. However, there is a case
where function parameters are still allowed to have &optional - this is
because there are checks for &default in parameters as well.

This directory contains suites for testing for Zeek's correct
operation:

    btest/
        An ever-growing set of small unit tests testing Zeek's
        functionality.

    external/
        A framework for downloading additional test sets that run more
        complex Zeek configuration on larger traces files. Due to their
        size, these are not included directly. See the README for more
        information. 

    scripts/
        Helpers scripts used by some tests.
