Arne Welzel 7449b050b3 Update BiF-tracking, add get_current_packet_ts() 
Also, run the ZAM-bif-tracking test in non-ZAM environments so
failures are caught immediately. There's nothing overly ZAM specific about
running this test.

I'm not sure I like the fact that any new contributor adding a BiF
will need to dig into this... it might be a bit intimidating.

README 

This directory contains suites for testing for Zeek's correct
operation:

    btest/
        An ever-growing set of small unit tests testing Zeek's
        functionality.

    external/
        A framework for downloading additional test sets that run more
        complex Zeek configuration on larger traces files. Due to their
        size, these are not included directly. See the README for more
        information. 

    scripts/
        Helpers scripts used by some tests.
