Jon Siwek af2262ddff Improve btests with unstable table/set output ordering 
Particularly, the final output order of a table/set is sensitive to
order of input/insertions and some tests were converting
std::unordered_{set,map} to Zeek table/set and iteration over those
standard containers may not always loop through elements in the same
order across all platforms.

README 

This directory contains suites for testing for Zeek's correct
operation:

    btest/
        An ever-growing set of small unit tests testing Zeek's
        functionality.

    external/
        A framework for downloading additional test sets that run more
        complex Zeek configuration on larger traces files. Due to their
        size, these are not included directly. See the README for more
        information. 

    scripts/
        Helpers scripts used by some tests.
