Arne Welzel bb2e20d353 testing/btest: Use OPENSSL_ENABLE_SHA1_SIGNATURES
This reverts the call to update-crypto-policies in the Fedora 41 image
and instead sets OPENSSL_ENABLE_SHA1_SIGNATURES in the individual tests.
This allows RHEL 10 or Fedora 41 users to run the tests in question
without needing to fiddle with system settings.

This directory contains suites for testing for Zeek's correct
operation:

    btest/
        An ever-growing set of small unit tests testing Zeek's
        functionality.

    external/
        A framework for downloading additional test sets that run more
        complex Zeek configuration on larger traces files. Due to their
        size, these are not included directly. See the README for more
        information. 

    scripts/
        Helpers scripts used by some tests.
