Arne Welzel ef920ef3f5 Attr: Duplicated &is_used is allowed 
When using the same function for eval conditions in signatures, we
previously attempted to add &is_used multiple times to the function
triggering an ambiguous attribute error.

Turns out there's already a list of attributes that are accepted
to be used multiple times, so just add ATTR_IS_USED there.

Fixes #2628

README 

This directory contains suites for testing for Zeek's correct
operation:

    btest/
        An ever-growing set of small unit tests testing Zeek's
        functionality.

    external/
        A framework for downloading additional test sets that run more
        complex Zeek configuration on larger traces files. Due to their
        size, these are not included directly. See the README for more
        information. 

    scripts/
        Helpers scripts used by some tests.
