Arne Welzel f57a1263d4 cluster/serializer/broker: Do not special case Broker::Data anymore 
The previous approach ignored the fact that nested / inner values might
also be Broker::Data values. I'm not super sure about the validity of
the test, because it's essentially demonstrating any-nesting, but
it's not leading to extra Broker::Data encoding.

README 

This directory contains suites for testing for Zeek's correct
operation:

    btest/
        An ever-growing set of small unit tests testing Zeek's
        functionality.

    external/
        A framework for downloading additional test sets that run more
        complex Zeek configuration on larger traces files. Due to their
        size, these are not included directly. See the README for more
        information. 

    scripts/
        Helpers scripts used by some tests.
