Add configure option to enable/disable spicy SSL
...
Spicy SSL is now only enabled when specifying the --enable-spicy-ssl
configure-time option.
This should allow merging this into Zeek on an experimental basis.

Update the version string in the VERSION macro which is used
by spicyz and need to be the same as the Zeek version string.

Support for configurable localversion
...
Adds a new --localversion option to configure.
The value of localversion becomes part of the Zeek version string.
Docker builds allow an environment variable (LOCALVERSION) to set
the localversion string.
